The description of behavior that should keep players of golf and all the recommendations on the label or courtesy in the practice of this sport are only a small part of all the rules. Its brevity and simplicity should not, however, be interpreted as evidence of the slightest importance of these rules by remaining in regulation. The traditional inclusion of the label on the front pages and Section I of the Rules of Golf, denote precisely the opposite, constituting a simple order of precedence, a warning to the player who starts to read or study. It is true that, unlike the majority of offenses in the game, its failure is not liable to penalty, but on the other hand, it is limited or conditioned the authority of a Federation or the Competition Committee, in its prerogative to eventual establishment of penalties, albeit on a temporary basis, for those players who manifestly and systematically ignore and disregard these basic rules of politeness whose objective is to seek to make the most enjoyable and easy game for the all persons using the same premises.
The Royal Spanish Golf Federation is aware that the continued expansion of our sport, with the consequent greater profusion of players and spectators in our fields, are becoming more urgent and necessary, the exact fulfillment of the rules of courtesy, and therefore promotes disclosure and perfect knowledge. We understand that a better understanding of the rules of courtesy can better promote its implementation that the establishment of local rules regarding penalties, since a player usually neglected, but not be penalized in its result, will feel the appreciation of their unfavorable playmates on their behavior, creating an adverse environment in the group to himself and behavior. We present the rules of golf, rules of golf. These rules are drafted by the Committee of the Royal & Ancient Golf Club of St. Andrews.

There follows will explain the regulations implementing the course in each of the parties.
